HELL TO PAY is the second album by The Jeff Healey Band. It was released in June 1990, and was one of the top 25 best-selling albums in Canada. Guest musicians on the album include George Harrison, Jeff Lynne, Bobby Whitlock and Mark Knopfler. 11-track CD album with monochrome booklet of largely Jeff Healey's own guitar-fuelled compositions including "Full Circle" and "Highway Of Dreams" plus versions of Knopfler, Hiatt and George Harrison songs, the latter being a supreme take on "While My Guitar Gently Weeps", with Harrison aboard. A solid follow-up to Healey's impressive debut, HELL TO PAY features some of the guitarist's hottest playing to date. This is a good effort by The Jeff Healey Band to try to capture the essence of the band continuing from their first CD album. Mark Knopfler's guest appearance on "I Think I Love You Too Much" is excellent as well as the late George Harrison's guesting on "While My Guitar Gently Weeps" which he originally did as a member of The Beatles. Healey's style is his own but you can see shades of Eric Clapton's original "Gently Weeps" licks on this version. "How Long Can A Man Be Strong" is this CD's "Angel Eyes" and although his singing is not as passionate the guitar playing certainly is.

As with their debut, the group performs a John Hiatt track, "Let It All Go." Unfortunately, the results are not as favorable as "Confidence Man" or "Angel Eyes." HELL TO PAY does slightly beat See The Light in one category; original material. There are six original Healey creations here and unlike before, the other two band members play a key role in writing this music. Perhaps this is why there is a decrease in musical quality? The highlights of this album are tracks seven, eight, and nine. The group's cover of "While My Guitar Gently Sleeps" did take a few listens to appreciate. Biggest obstacle with this track is Healey's vocals. However, you have grown to tolerate the singing efforts and have really enjoyed the added life that he brings to the guitar part. Jeff's attention to technique and his unorthodox style of playing boost the instrumentation to new levels. Also, George Harrison adds backing vocals to this track. "Something To Hold On To" is the only original track that is really enjoy. It is not quite as overly friendly and predictable as some of the other blues rock tracks, especially on the first half of the album. The same can be said about the ninth track, "How Much." For as average as this album sounds, it does have its moments. The solos often seem too constrained and wish for a more primal approach, but find enjoyment in listening to them. Some of his bends he rips out are absurd and as with See The Light, he offers some great vibratos. This is nowhere close to essential blues rock material, but fans of Jeff Healey may find some enjoyment. This is the best Jeff Healey album, and this mean a thing. If there is no slow traditional blues, this is more than compensated with solid rocks and new arrangements for the blues. Excelent album that counts with George Harrison and Mark Knopfler.
